Project Summary:

The Urban Institute and its subcontractor, Capital Research Corporation, conducted a comprehensive assessment of the Commonwealth’s 17 Local Workforce Investment Areas and reported on its findings to the Virginia Workforce Council. The study’s overarching goal was to determine how effectively WIA had been implemented locally in Virginia. The study also provided recommendations that local workforce boards and the Virginia Workforce Council for improving local one-stop center service design and delivery. An individual, mini-assessment report on each WIA region was prepared as well as a cross-site syntheses of key findings, highlighting promising practices, major strengths and weaknesses in the current service delivery system, and common implementation challenges. Capital Research Corporation staff assisted with site visits to local WIBs and one-stop centers, drafting of site visit summaries, and preparation of the final report. Reports: P. Holcomb, R.
